The United Nations has announced that it is expanding its presence in Iraq outside of Baghdad to the cities of Erbil and Basra and planning to send a small addition of staff members into the country to assist in the elections scheduled for Jan. 30. The announcement came Wednesday, on the eve of a visit to Washington by Secretary General Kofi Annan and scheduled conversations there with Secretary of State Colin Powell and his designated successor, Condoleezza Rice, the national security adviser.
