”Will to Victory” program a pacification plan implemented by the South Vietnamese and their American advisers in 1964 which was based on the so-called “oil spot concept.” “Will to Victory” (
Chien Thang in Vietnamese) called for the occupation and pacification of a central village by government troops and paramilitary personnel and the gradual expansion around the central village of the area free of Communist insurgents. Ultimately, Chien Thang was unsuccessful due to poor execution and a lack of support from conventional military units of the Army of the Republic of Vietnam.
