Turnbull, William (1801–1857) U.S. army officer and military engineer. Born in Philadelphia, Pennsylvania, William Turnbull graduated from West Point in 1819. Though commissioned in the artillery, his earliest assignments dealt mostly with topographic engineering, and he was promoted to brevet captain of that branch in 1831. The next year he was given the challenging assignment to build a canal aqueduct across the Potomac River near Georgetown, District of Columbia. Using innovative cofferdams and pumps, he completed the project in 1843 and gained an international reputation. During the Mexican War (1846–48) he was the chief topographical engineer on Winfield Scott's staff. His maps were critical for the march on Mexico City, and Turnbull was brevetted to lieutenant colonel and colonel for his conduct at the battles around the city. He was recalled from Mexico at the request of the Secretary of the Treasury to build a new customhouse in New Orleans. He soon moved on to other projects, including harbor improvements on the Great Lakes. He died suddenly in Wilmington, North Carolina while supervising efforts to improve navigation on the Cape Fear River.
