Manchuria Crisis instigated by Japan's invasion of Chinese Manchuria in September 1931, by which it thus repudiated its pledge in the Five-Power and Nine-Power Pacts. President
Herbert Hoover declined to issue economic sanctions against Japan for fear this would lead to war. In early 1932, the U.S. refused to recognize Japan's puppet government in Manchuria, and threatened to rescind its involvement in the Five-Power Pact. The Japanese seemed undeterred, signing an armistice with China in May and then preparing for further war.
