Hughes-Ryan Act an act passed by Congress in 1974 to prohibit
CIA expenditures for non-intelligence operations in foreign countries unless authorized by the president, who must first report the operation to the relevant congressional committees for review. It was an amendment to the Foreign Assistance Act of 1974.
