Civil Rights Act a law passed by the Republican-dominated Congress on April 9, 1866, during
Reconstruction to protect the rights of freed slaves and to guarantee equal rights to blacks. It was passed over a March 27 veto by President
Andrew Johnson. The
Fourteenth Amendment to the U.S. Constitution, which guaranteed the civil rights of all citizens regardless of race, was subsequently passed in 1868.
