Board of Navy Commissioners created in 1815 by Congress, the Board acted as advisors and assistants to the
Secretary of the Navy. At first, their authority was limited to procurement of stores and the supervision of vessel construction. In 1832, Congress requested that they devise rules to bring about uniformity of vessels and equipment.
