rotten borough
rotten borough A British Parliamentary borough whose population had virtually disappeared by 1832. At that time there were more than 50 such boroughs with two Members of Parliament. Among the most notorious were Old Sarum with a handful of electors and Dunwich, mostly submerged under the North Sea. They were abolished by the
REFORM ACT of 1832.
