Schuman Plan

Schuman Plan (9 May 1950) A proposal drafted by Jean Monnet and put forward by the French Foreign Minister Robert Schuman. It aimed initially to pool the coal and steel industries of France and the Federal Republic of Germany under a common authority, which other European nations might join. The Plan became effective in 1952 with the formation of the European Coal and Steel Community, to which Italy, Belgium, Holland, and Luxembourg as well as France and West Germany belonged. Britain declined to join. Its success ultimately led to the formation of the EUROPEAN ECONOMIC COMMUNITY.
