Williams, Eric Eustace (b. 25 Sept. 1911, d. 29 Mar. 1981). Chief Minister of Trinidad and Tobago 1956–9; Premier 1959–62; Prime Minister 1962–81 Educated in Trinidad and Oxford, he was appointed associate professor at Howard University, USA, in 1939. Returning to Trinidad, he founded the People's National Movement (PNM) in 1955, at the head of which he won every subsequent general election. As a moderate socialist, he emphasized the need for education and social welfare. At the same time, he attracted foreign capital through tax incentives, though this was also helped by the country's considerable oil industry.
