WEU (Western European Union) A military alliance to effect collective security for its member states which emerged from the Treaties of Dunkirk (1947) and Brussels (1948). It was founded in 1954 (effective from 6 May 1955) in conjunction with the admission of West Germany into NATO, as an added forum of security and cooperation in the face of German rearmament. Throughout, its existence has been overshadowed by NATO and through it American military involvement in Europe. Its members are Belgium, Germany, France, Greece (since 1994), the UK, Italy, Luxemburg, the Netherlands, Spain (since 1989), and Portugal (since 1989). Since the fall of the Berlin Wall in 1989, there have been efforts making the WEU more effective, notably by transforming it into the military arm of the EU. This did not succeed, however, since five EU members remained outside the WEU. In 1999 and 2000, its members decided to transfer its operative functions into the EU, in order to strengthen its European Security and Defence Policy.
