Sanguinetti, Julio María (b. 6 Jan. 1936). President of Uruguay 1985–90, 1995–2000 Born in Montevideo, he studied law and joined parliament in 1958 for the progressive Colorado Party. He was Minister of Industry and Commerce (1969–71) and of Education and Culture (1971–2). After the liberalization of the political system in 1981 he became his party's General Secretary, and on 25 November 1984 was elected President (he took office in 1985). The first democratic ruler for twelve years, he stabilized the political system but was unable to overcome the country's economic problems. Prevented from immediate re-election by the constitution, he was elected in 1995 with a majority of only 20,000 votes. Despite his close associations with his party, he promoted a coalition with the Colorado Party's traditional rivals, the more right-wing Blancos, in order to overcome the fragmentation of the policial system.
