Medicare (Canada) A system of comprehensive and universal healthcare which was in many respects the apogee of the Canadian
welfare state. It was pioneered by the province of Saskatchewan, where the government of the
Cooperative Commonwealth Federation established a universal hospital insurance plan in 1945. This had been adopted in all other provinces by 1961. In that year, Saskatchewan began to introduce a medical care insurance to provide universal access to doctors.
Pearson strongly supported the national adoption of the plan and in 1966 introduced the Medical Care Act, whereby the federal government encouraged through subsidies the provincial provision of health care, on the condition that it included universal coverage.
