Caribbean Community and Common Market (CARICOM) Formed in 1973 to extend the goals of the Caribbean Free Trade Association (CARIFTA) from economic liberalization to economic integration. Its members are Antigua and Barbuda, Barbados, Belize, Dominica, Grenada, Guyana, Jamaica, Montserrat, St Christopher and Nevis, St Lucia, St Vincent and the Grenadines, Trinidad and Tobago. The Bahamas are members of the Community, but not of the Common Market, while the Dominican Republic, Haiti, and Surinam act as observers. CARICOM's aims are (a) to coordinate foreign policy; (b) to cooperate in such areas as health, education, sport, and tax administration; (c) to harmonize economic policies such as taxation and import duties. Despite some growth in trade among its members, it has failed to become an instrument of further Caribbean integration, largely because of the economic disparity of its members, their strong economic ties to third countries such as the UK and the USA, and their reluctance to surrender any sovereignty in favour of common policies.
