Brazzaville Declaration (1944) Issued after a meeting between the leader of the
Free French, de
Gaulle, and representatives of the French colonies in Africa, it was designed to prove a basis for the relationship between France and her colonies. Independence or autonomy were rejected, but colonial assemblies, economic reforms, equal rights for all citizens, and greater native participation in colonial administration were proposed. Even though these concessions were extremely limited, their implementation was impeded to varying degrees by the French settlers in these territories.
