Amsterdam, Treaty of (1997) A follow-up treaty of the Treaty of European Union at Maastricht, it strengthened the institutions of the European Community. It extended the number of areas in which the European Parliament took part in the legislative process according to the cooperation procedure with the European Council. It also extended Qualified Majority Voting in the European Council, and it extended the purview of the European Community by integrating aspects of justice and home affairs such as immigration. It also integrated the Schengen Agreement into the EU. Despite these changes, the Treaty failed to fulfil its brief to make the decisive reform of the EU's institutions in preparation for the EU's enlargement by up to twelve new members from Eastern, Central, and Southern Europe. In consequence, a new Intergovernmental Conference was instituted for 1999, to lead up to the Treaty of Nice.
