Milner, Alfred (1854–1925). British administrator and ardent imperialist. After serving in Egypt (1889–92) and as chairman of the Inland Board of Revenue (1892–7), Milner became high commissioner in southern Africa and governor of Cape Colony in 1897. Convincing himself of the incompetence of the government of the neighbouring Boer South African Republic (Transvaal), he undertook a campaign of criticism which led directly to the second Anglo‐Boer War (1899–1902). He was created baron in 1901 and viscount in 1902. Returning to England in 1905 he took office again as a member of Lloyd George's war cabinet (1916–21).
