Provisional Government

Provisional Government (1922). Under article 17 of the Anglo‐Irish treaty, Southern Ireland MPs elected under the Government of Ireland Act met in January 1922 to ratify the treaty and appoint a Provisional Government, to which were transferred administrative powers and machinery. Michael Collins was chairman, succeeded after his death by W. T. Cosgrave. Until September 1922 the Provisional Government existed side by side with the Dáil in a system of dual government. The Provisional Government had two tasks: to draft a new constitution, and to arrange elections for a constituent assembly. These were achieved by June 1922 but owing to the Civil War it was not until 5 December 1922 that the constitution was passed and the Provisional Government ceased to function.
