Foster, John (1740–1828), MP for Dunleer 1761–8 and for Co. Louth 1768–1821, created Lord Oriel 1821. As chancellor of the Irish exchequer 1784–5 and speaker of the Irish Commons 1785–1800, Foster formed, along with Fitzwilliam and Beresford, what has been described as an informal Irish cabinet, advising and sometimes dominating successive lords lieutenant. Stripped of office for his uncompromising opposition to the Act of Union, he had a less successful post‐Union career as chancellor of the Irish exchequer 1804–6, 1807–11. A committed opponent of Catholic political rights, he looked to policies of economic improvement (see foster's corn law) as an antidote to disaffection, while advocating harsh repression in the crisis of the 1790s.
