Biggar, Joseph Gillis

Biggar, Joseph Gillis (1828–90), nationalist politician and MP for Cavan 1874–90. A prosperous provision merchant, Biggar was drawn to the home rule movement, joined the IRB in 1875, and was a member of the supreme council (transacting its business on House of Commons notepaper) until expelled for refusing to quit parliament (1877). He pioneered the tactics of obstructing parliamentary business which he and Parnell perfected. He was a treasurer of the Land League. A Presbyterian by upbringing, he became a Catholic in 1877.
