Fushun, China 1. Liaoning: established as a city in 1937 with a meaning reminiscent of a Ming dynasty (1368–1644) policy towards the remnants of the Mongol Yuan dynasty (1279–1368) which was to console, comfort, or appease the people living within China's borders and subdue the barbarians living beyond the border. Thus the two characters have a meaning of ‘submissiveness’ from
fu ‘to console’ and
shùn(cóng) ‘submissive’, ‘docile’, or ‘obedient’.2. There is also a city with this name in Sichuan but it has different characters to the one in Liaoning.
