Skelton, Oscar D.

Skelton, Oscar D. (1878–1941),Canadian academic and civil servant who was appointed under-secretary of state for external affairs by the prime minister, Mackenzie King, in 1925, and held this appointment until he died. He was King's closest adviser on domestic as well as foreign policy, and was the founder of the modern Canadian department of external affairs.
