Neutrality Patrol

Neutrality Patrol, operated by US Navy and air units. On 5 September 1939 Roosevelt ordered its formation to discourage any warlike activities in waters adjacent to western hemisphere countries. His action was endorsed at the Panama conference of the American republics later that month and enshrined in the Panama Act which it issued. Belligerents were warned not to conduct hostile operations within 480 km. (300 mi.) of the American continent, Canada and the colonies and possessions of European countries excepted. Though Hitler ordered his navy to avoid incidents in the zone, German warships soon entered it and the British government never admitted any restraint on its operations to pursue them.
