Four-Power Declaration, signed at the
Moscow conference on 30 October 1943 by the UK, USA, USSR, and, on American insistence, by China. It restated the determination of the signatories to stand by the
United Nations Declaration, reiterated the call for
unconditional surrender of the Axis powers, and recognized the need to establish an international organization ‘for the maintenance of international peace and security’, and to ensure the rapid and orderly transition from war to peace. See also
