Butt report, analysis of damage done to 28 German targets during 100 night raids mounted by RAF Bomber Command between 2 June and 25 July 1941. It was ordered by Churchill's scientific adviser Lindemann, and carried out by a member of the war cabinet secretariat, D. M. Butt, who studied 633 photographs of the damage (see photographic reconnaissance). His conclusions were that of the 6,103 sorties dispatched against the 28 targets only 4,065 actually attacked them. Of this latter figure only one aircraft in three dropped its bombs within 8 km. (5 mi.) of the target. The report caused a furore which led to the introduction of systematic area bombing, and the intensification of research into electronic navigation systems.
