Bevin, Ernest (1881–1951),leader of Britain's largest trade union, the Transport and General Workers, whom Churchill made minister of labour and national service in his coalition cabinet of May 1940, though he was not an MP at the time. It was an unorthodox appointment, and an inspired one, for the mass of the civil population responded to Bevin's leadership. The Emergency Powers Act passed the same month gave him absolute control over the country's manpower—and womanpower—and by 1943 nearly seven million men and women had been co-opted for the war effort. He joined the war cabinet in September 1940. When
Attlee won the general election in July 1945 Bevin was appointed foreign secretary, and attended the Potsdam conference (see
TERMINAL).
