Voice of America (VOA), the official broadcasting service of the United States, provides news and information in fifty‐two languages to approximately 92 million people worldwide.Each week, VOA airs more than nine hundred hours of programming. Its chief aims are to serve as a reliable and objective news source; to represent all aspects of American society; and to present the policies of the United States.

On 24 February 1942, the Foreign Information Service began shortwave broadcasts as “Voices of America,” soon changed to “Voice of America.” Throughout World War II, conservatives accused VOA of liberal bias and severely cut its budget. But the Cold War rescued it from oblivion. In 1947, VOA began transmitting anticommunist propaganda, news, and cultural shows to international audiences. In 1953, VOA survived a demoralizing investigation by Senator Joseph McCarthy. Shortly thereafter, it was incorporated into the United States Information Agency (USIA).

From its inception, VOA supported democratic ideals and informed millions about American culture and policies. The results were mixed. Although Willis Conover's “Music USA” popularized jazz abroad, VOA's coverage of such topic as the Vietnam War and Watergate drew criticism. In 1985, Congress established “Radio Martí,” operating under the standards of the VOA charter, to broadcast to Cuba. VOA was beset by budgetary problems, political interference, and foreign censorship from the first, and the end of the Cold War did not diminish these difficulties. The International Broadcasting Act of 1994 placed VOA under the control of a board of governors. Despite problems and constraints, however, VOA remained the official voice of the U.S. government to the world as the twentieth century ended.
