Union of Democratic Control. Founded in September 1914 by a group of liberal intellectuals, including J. A.
Hobson, Norman Angell, and Bertrand
Russell, who believed that wars came about through secret diplomacy, and that they would cease if the people had more say. By the time it started up, the Great War had come along to prove them (as they saw it) right. During the war they agitated vigorously for a negotiated settlement, for which they—and especially their secretary, E. D. Morel—were continually harried as subversive pacifists. Afterwards they campaigned against armaments and alliances, until 1967, when the UDC was dissolved.
