Area police rarely use felony gun law

On Nov. 21 Robert Minter was arrested at the Rolling Meadows Extended Stay America for pistol whipping his girlfriend.

Minter, from Logan, West Virginia, was charged with domestic battery and felony unlawful use of a weapon, a provision provided for in the 1994 Safe Neighborhoods Act.

When the Safe Neighborhoods Act was struck down by the Illinois Supreme Court a week-and-a-half later, Minter's charge was downgraded to a misdemeanor, but he still had the dubious honor of being the last person charged by the Rolling Meadows Police Department with felony unlawful use of a weapon.
