SPAY DAY USA 1999 TAKES PLACE FEB. 23 The Doris Day Animal Foundation, DuPage County Animal Control, and local veterinarians are asking owners of unaltered animals to participate in Spay Day USA 1999 on Feb. 23. This event, started 5 years ago, is designed to encourage pet owners to neuter their animals. There are more dogs and cats in the world than there are people able to care for them.

Each year, 2 million dogs and 4 million cats are euthanized at United States animal shelters.

There is a solution -- spaying and neutering.

Neutered animals cannot have accidental litters.
