JOLIET -- Joliet has seen the best of times and the worst of times. This sprawling city along the DesPlaines River has been a boom town and nearly went bust.

But the best of times may be the present.

"As a native of Joliet, I have seen the worst and best of times," Mayor Arthur Schultz says.

"I must say the last five years have been the best during my lifetime.
