The Federal Budget of the United States Government, Fiscal Year 2004 calls for an economic growth package that is designed to accelerate tax relief and stimulate job growth. The budget also calls for priority spending on the war on terrorism and other threats abroad and sets an overall cap of 4 percent on the growth of discretionary Government spending.
