Apr. 10--ERBIL, Iraq--For once, the gunfire that rattled the largest Kurdish city in northern Iraq yesterday did not signify more war, civil strife, or reprisals.

It was the sound of celebration, as Iraqi Kurds fired their rifles into the air, rejoicing at the news of the end of Saddam Hussein's regime and the end of the threat he posed to the Kurdish people.
