Mar. 14--WASHINGTON--Saddam Hussein made a tactical error 12 years ago when he laced Kuwait's oil wells with plastic explosives: He didn't dig deep enough.

Now, oil well firefighters are fearful he may try to improve on his methods and cause even greater devastation in his own country's oil fields.

"If he blows those fields, it'll make Kuwait look like a training film," noted one industry official, who asked not to be named.
