Tom Fox is a determined man. Fox is president of New York Water Taxi, a start-up that plans to begin offering high-speed water taxi service on Manhattan's Hudson River this summer. This isn't Fox's first stab at such a service. Back in 1997, Fox made a similar attempt, but the service failed because it was undercapitalized, he says.

"The first guy in the market--me--didn't make it," says Fox. "But I sure hope the second guy-me--does."
