Snow Removal Funds about Plowed Under in Indianapolis.

Feb. 12--Inch by inch, a northwesterly jet stream and a little bit of moisture have eaten away at city snow removal budgets.
Indianapolis officials said their annual $3.5 million snow-clearing fund is about two-thirds gone. An average winter brings about 24 inches of snow. So far, Indianapolis has had about 5 inches more than that.
