On November 25, 2002, Congress forwarded S. 2237, the Veterans Benefits Improvement Act of 2002, to President Bush for his signature. The legislation served as an omnibus measure to get a number of veterans' benefits passed. The bill included an important provision that expands protection under the Soldiers' and Sailors' Civil Relief Act (SSCRA) to members of the National Guard called up in situations similar to that which followed September 11, 2001.
