The coverage of collective bargaining is on average almost five times higher in the European Union than in the USA and four times higher than in Japan, according to recent figures released by the European Industrial Relations Observatory (EIRO). The report "Industrial relations in the EU, Japan and USA" says that approximately 80% of the EU workforce is covered by collective bargaining, i.e. agreements in which workers have their pay and conditions set.
