Lord Woolf `clarifies' sentencing for burglars.(News)

THE Lord Chief Justice yesterday defended his controversial new sentencing guidelines, saying, ``This is not a charter for burglars''.

In a 1,700-word statement Lord Woolf said last month's guidelines on sentencing burglars, which drew criticism from victims and police, had been inaccurately reported and had sparked wrong suggestions that the courts were ``more concerned with offenders than their victims``.
