According to Al-Hayat Al-Jadeeda newspaper (January 2, 2003), the Palestinian Agricultural Relief Committee (PARC) in the West Bank finished a number of road building and land reclamation projects in different areas in the Province of Tulkarem last year, in spite of the Israeli blockade and closure imposed on the Palestinian Territories.
