Dec. 31--Five words sum up Odessa's economic year: It could have been worse.

Despite lackluster retail sales and a troubling disconnect between oil and gas prices and oil and gas drilling, the local economy was buoyed by diversification efforts that climaxed in July with the announcement that national discount retailer Family Dollar would build a $30 million distribution center here.

About 500 employees will work in shifts supplying 800 of the company's 4,500 stores in the United ...
