With the passage of the Personal Responsibility Act and Work Opportunity Reconstruction Act of 1996 and its welfare reform bill Temporary Assistance for Needy Families, the 104th Congress and President Clinton radically altered the Social Security Act of 1935. Aid to Dependent Families was eliminated, and parts of Social Security Insurance and the Food Stamp Program at the national level were merged into public assistance block grants, capping the federal share at reduced funding. ...
