Building an energy-efficient home is going mainstream.

Thanks to the Energy Star program, a set of standards developed by the Environmental Protection Agency, constructing houses that use up to 30 percent less energy is now possible with existing technology that typically adds anywhere from 1 percent to 3 percent to the cost of a home, say those who have built to the standard.

Local utilities are providing builders a $500 rebate for each certified house and up to $900 in a la carte rebates for appliances and lighting fixtures that meet the ...
