BACKGROUND

Norway's relationship to the process of European integration has been characterized as one of "skepticism bordering on hostility" (Pharo 1999:23). Pharo describes how Norwegian governments were gradually drawn toward closer European cooperation, but driven by a feeling of necessity and fear of isolation, rather than a belief in the value of European integration itself. In the early 1960s Norway followed Britain's and Denmark's application for membership, but the initiatives were blocked by French opposition.
