The Canadian Transportation Agency has again turned down an application by Ferroequus Railway Co. Ltd. (FE) for running rights over 1,200 miles of Canadian National's western Canadian network to haul export grain from Camrose, Alta., to the Port of Prince Rupert, B.C.

A majority of CTA panel members concluded that statutorily imposed running rights--a form of open access--are an "intrusive regulatory intervention" and "not warranted in this case." Forced access, CTA said...
