I HAVE SEEN THE Secret Service stand guard at the door of the `21' Club: They occasionally crack a smile. I have seen the bodyguards of tycoons in Moscow restaurants: They loosen their holsters and sip vodka. The security detail at the Viceroy Hotel in Santa Monica wood view that as a dereliction of duty; they have been charged with securing the Cameo bar and its adjacent poolside patio. With earpieces in place they stare straight ahead, as impassive as Buckingham Palace sentries.
