The 1999 Stability Pact for South Eastern Europe still has much to achieve, but progress in the areas of infrastructure, trade and organised crime has already been "substantial", especially given that certain initial expectations were "unrealistically high". This is how the Special Co-ordinator for the Stability Pact Erhard Busek, summed up the situation at a parliamentary conference on the Pact in Tirana, Albania, on October 14.
