Mexico's President Vicente Fox came to office just over a year ago, ending 71 years of control by the Institutional Revolutionary Party (PRI) and raising hopes for dramatic economic and social reform. The reviews, so far, are mixed, and he hopes a visit by President Bush next month will burnish his image.
