Oct. 20--Guy Evans doesn't pay his California state taxes, and he probably won't for years.

The best part about this arrangement is that the government likes it that way.

Evans is the owner of Guy Evans, Inc., a Coachella Valley firm that provides custom building materials throughout the Inland area. Since most of his operations are located in Thousand Palms, part of a state-designated, 35,000-acre enterprise zone, Evans is eligible for more than a dozen tax benefits. ...
