Oct. 2--The forces for and against a Nov. 5 ballot referendum on creation of government power agency showed their identities and advanced opposing arguments on Tuesday.
Citizens Against 14, a group opposed to replacing Nevada Power Co. with a public power agency, announced its creation. Its backers include the Las Vegas Chamber of Commerce, North Las Vegas Chamber of Commerce, Nevada Power and a number of other business trade associations.
